Heat oil in a large ovenproof skillet over medium high heat; add red pepper flakes, scallions, and rosemary and cook for a few minutes, add garlic and cook until everything is slightly softened.
Preheat oven to 350 degrees. Spray the muffin tins including tops or use muffin liners. In large bowl, sift flour, baking powder, baking soda, and salt, mix well.  In a medium bowl, whisk together sugar, butter, sour cream, milk, eggs and egg yolk, until well combined.  
Heat your largest sauté pan over medium high heat, add bacon and cook until almost brown. Add garlic and red pepper flakes, stirring occasionally for 1-2 minutes until garlic is fragrant. Take care not to burn the garlic. If it does burn, start over. Keeping the pan uncovered, stir in the wine and clam juice and bring to boil. Stir occasionally for 3-4 minutes until reduced by half.
